I feel like scrolling text as a text option like bold,italic, and underline would make text very interesting, especially in sigs. Heck, it could even work with images. It could scroll up ↑ and down ↓, or left ← and right →.

We had a "marquee" BBCode on the old IPB boards. Modern browsers have moved away from supporting marquee HTML, and many no longer support it. Plus, some people found scrolling text to be annoying. Personally, I didn't mind it, but I don't see much point in adding a phpBB mod to add a feature that few people use and isn't supported on many browsers.

I'd rather not see it make a return to be honest, it's distracting and feels a bit old fashioned.

Doing it the "right" way has always been to use JavaScript. The browser tag existed, but to put it briefly, it was an invention of Internet Explorer and it never got approval from the W3C, who actually make the rules for HTML. Probably because HTML tags are supposed to be really abstract, and <marquee> is highly specific. Plus you can't do anything even similar to that with other HTML tags, but with JavaScript you can do that and just about anything else. It's best left up to JavaScript or CSS.
