It's a code sequence.
It helps to have a computer background to figure it out with relative ease, although I'm afraid if you haven't heard of that type of code before, you won't know what to look for, so in that sense it's a quite unfair puzzle. But that's why you can ask questions in here, right?

A hint I can give is that if you figure the solution out, you'll know you figured it out, because the solution does contain the word "password".
The solution also is 16 characters long. That should tell you something about the amount of characters you need to decipher a character of the solution.

alright, now that I've gotten in, I can say that this has been my favorite egg so far. HOWEVER: that's not to say that it was perfect. I stand by my previous statement about the hints because 3-1 was mildly cryptic. a better hint would've been "take this as literally as possible given the other hint".3-2 could've been a tad better by making it clearer that it had to be decoded. 3-3 was a simple brainbuster that had what it needed, though.

I don't exactly understand the complaints to the puzzles... they're not supposed to be easy. Not everyone gets the prizes. Heck, besides the first one, they've been too frustrating for me to solve so I didn't bother with them. But none of them are unsolvable and they're all puzzles anyone could solve if they put their mind to it.
