I don't see this in the paragraph you linked, just that a brand new development team is doing it. However, I'm still fairly confident that this game will be a good game, since Retro was a fresh new studio when they went right into Metroid years ago and put out Prime 1, which is strongly considered by many to be the best one to this day. Just because a new development team is in charge of it doesn't mean they won't understand fully what to do, since Kensuke Tanabe, producer of the Prime Trilogy, is indeed heading this project as well.
tl;dr we do not know who is developing the game, other than the fact that they are "talented" and "new". It could be a new branch inside Nintendo, sure, but it could also be a new 2nd Party studio they have brought the project to or even a 3rd party. All we know is that Prime 4 is coming, and right now, that's all I need.
