In theory, the Index category should serve only one purpose, and that is to contain the categories which are so broad that they cannot go in any other category, for accessibility. The page that contains every category ever is
here.
Therefore, the index would do next to nothing for "uncategorized categories", because said categories either go into categories lower than the index, or have been discontinued and should be deleted :x
On a related note, Mediawiki allows you to place both articles and categories within a category, but for ease of navigation and aesthetic reasons, it's advised you do not do that and only have one or the other in any given category
This is why I added categories such as "All games", which has no further category under it and is listed under category "games", which has no game pages directly listed under it but has all the games subcategories
We also have a bad habit of inconsistent category names, e.g. we have "
MFGGers from Japan", but "
Members with a Happy Heart Badge", my vote's on changing them all to say "Members" for professional appearance (and since I am the only one editing I've been sneaking stuff like this in anyway :x )
