You can use a title or completion message, as long as they're on the same screen as everything else.

It works just fine for me, but I'm not completely sure it qualifies. I could be wrong, but I don't think the screen is allowed to scroll.

One screen. This doesn't say ANYTHING against making it so the objects move when the player is in the center, along with the background, creating the illusion of the screen moving.
