I agree that Mario has to fit in his 16x32 sprite height, but just because he adds a knot for the cape doesn't mean it's bad.
He didn't say it looks bad because of the knot, he is saying that it doesn't meet the requirements because this competition requires that the sprites fit certain graphical limitations.
That said, maybe there should be a way to make this comp more friendly to people who aren't familiar with the limitations. Maybe providing templates for the dimensions the sprites should fit in, or even just by showing some examples of what you mean for each limitation.
