They're from a very popular show with an enormous following but I found the answer to both of these questions when I looked further into it: These are rips from a rom hack called Pony Poki Panic. As far as I can tell it's just a sprite replacement of some of the characters/enemies in the game, and Arima ripped all the sprite replacements from it.

I'm a brony, so I care a lot of there are ponies or not. Great sprites! You seriously make me wanna create a MLP game or something, but later. Also, try to make some 16-bit ones.
