I don't think this is a matter of time resource, this is a matter of laziness and priorities not being set straight.
Also, the SNES version of SMB3 sound effects are effectively the same as the SMA4 version. Speaking of laziness, Nintendo is pretty lazy when it comes to their ports like that, so the only upgrade to sound effects is using the GBA hardware for sound output (occasionally making it sound even worse) and adding voices to their jumps and other actions. Since you're not looking for voices, the SNES sound effects is exactly what you seek.
