Mit's Spriting Dictionary is a useful spriting tutorial.

Can we add OBS to video capture? It's completely free and works very well for capturing video!

Camstudio and Debut aren't that good. You should add VirtualDub and Expression Encoder. Too lazy to look for links.

OBS is literally the best one.

...unless your computer is bad, in which case you're boned. OBS is pretty demanding.

Digital Media Converter is a excellent freeware audio and video converter software that will convert your files. No adware, and completely virus free. Supports almost any file format and it is a fast converter. It also does batch conversion and perfectly keeps your audio and video in sync.

VirtualMIDIsynth

This program overrides the default sound driver in Windows, and replaces it with the soundfont(s) of your choosing.
This is useful for some of the older games here on MFGG which use MIDIs for music, as well as other games which rely on the MIDI driver.

This is a color blindness simulator.
If at any point you are concerned that visually impaired individuals might not be able to see things right, just run this, and it will simulate whatever disorder you select, to allow you to test how it might be seen.

Please add SFML to Game Development Tools! I've tried many tools and libraries in the past but SFML is the only one I've stuck with. It's a very powerful and intuitive C++ library with support for rendering, audio, controller input, networking, etc. It's harder to use than Game Maker but easier than other OpenGL libraries like SDL 2.0.

I think Famitracker would be a good program to have in the list. It's a tracker that can make NES music, which is free. I also think this wiki category should be added to the list, since it contains some useful tutorials (some of them have certainly helped me before).
