My stance on the subject: There shouldn't be a requests forum. I think people would just abuse it for "I have this idea X and you make everything for me" purposes. Unless someone specifically offers requests, I don't think it's a good idea to request things. If you need help with something you can always make a topic about it, e.g. you make a sprite and want people to give criticism or you ask for some code-related troubleshooting advice, but I'm not a fan of "do X for me" mentality.
Im going to play devil's advocate here, that while I do not fully support the OP on this issue nor even like his history, I cant help but disagree with you on that, DJ Coco. This "do X for me" thing isn't really a bad thing. Yes, you have a valid point regarding it's abuse, but I am going to say that the problem is on both sides here with those who have a narcissistic expectations of others bending to their will while the other side isn't selfless enough to help the needy get started with his own works. Also not everyone who requests things are those who can't do things for themselves or are automatically unreasonable people by virtue of their requests. I would think that in order to mitigate those who would make requests for exploitative purposes, certain rules have to be made regarding what kinds of things that can be requested and fulfilled. I would think by making regulations on the kinds of things that can be requested, both sides may be satisfied.
