Are they more important than the gameplay, or what are we being judged on?
In the end I guess you're judged based on the experience, as the decision of the winner is still in the hands of the members.
Slash just wants to remind you to put in fancy graphical effects, to fulfill the competition theme.
Gameplay is normally the most important factor, but it can't hurt to attempt some nice effects when you have the chance, like in a competition as this, since it can help the experience for other projects. You could for example just have the effects support the gameplay, and not randomly throw them in because you have to. That is what I believe to be the challenge in this one.
So yeah, if you usually don't work with special effects, now would be the perfect time to try them out.
